Clemson University student Kyle B. Kelly was presented "The Horace W. Fleming Award" in recognition for his outstanding public service activity for the South Carolina Water Resources Center at Clemson University's Strom Thurmond Institute. Kyle, an East Aurora, New York native is entering his junior year at Clemson University as a Political Science major. He has been involved from the outset in the planning of the Savannah River Water Policy Workshop to be held in October 2004. The South Carolina Water Resources Center at Clemson University and the Georgia Water Research Institute at Georgia Tech are cosponsoring a Savannah River Water Policy Workshop on issues surrounding a potential Savannah River Compact between the states of South Carolina and Georgia.
 
The Horace W. Fleming Award is presented to an outstanding Political Science student who interns at the Strom Thurmond Institute of Government and Public Affairs at Clemson University. The award is given in honor of Dr. Horace W. Fleming, the first director of the Strom Thurmond Institute.
